China’s Special Campaign made great achievements

Lately, National Working Conference on Combating IPR Violation and the Manufacture and Distribution of Shoddy Commodities was held in Beijing, the capital city of China. The conference released that only in the first five months, administrative law enforcement agencies put 120,291 cases on record and public security organs ended 14,532 cases related to IPR violation and counterfeits, valuing at 7.7 billion yuan or more. Nearly one hundred cases were ended each day.

The Director of the Office of the Special Campaign Leading Group to Combat IPR Infringement and the Manufacturing and Sales of Counterfeit and Shoddy Goods and Vice Minister of Commerce Jiang Zengwei reviewed in his working report the progress and achievements of the Special Campaign in the first half year. After the normalization of the leadership system and work mechanism on curbing IPR infringement and counterfeits, law enforcement was notably reinforced. First, the special rectification work concerning key commodities, areas, sections and markets was furthered; second, criminal crackdown has significantly increased; third, laws and regulations and system framework were improved; fourth, capability and mechanism construction was enhanced; and fifth, the work pattern of fighting against infringement and counterfeits and controlling the outbreak has preliminarily been formed. During the period from this January to May, administrative law enforcement agencies put 120,291 cases on record with a value of 2.93 billion yuan, ended 67,284 cases, transferred 2,300 cases to judicial organs, and destroyed 6,404 shelters suspected of manufacturing and selling counterfeits. Public security organs ended 14,532 cases involving infringement and counterfeits, arrested 16,315 suspects and the amount involved hit 4.82 billion yuan. Procuratorial organs approved 2,641 cases related to infringement and counterfeits, ratified the arrest of 5,050 offenders, heard 3,266 prosecution cases and inspected 6,233 criminals. Trial organs received 3,270 criminal cases involving IPR violation and shoddy commodities, ended 2,637 cases and effectively penalized 4,091 offenders.

Jiang Zengwei asked local competent authorities to promote the Special Campaign in the second half of the year. First, collectively launch special campaign, second, redouble efforts on the crackdown upon IPR violation and the manufacture and sales of shoddy goods through criminal measures and promote the combination between administrative law enforcement and criminal justice work; third, promote the construction of long-term mechanism on legal system, supervision and evaluation, credit system and law enforcement cooperation.

At the conference, principals of the leading group offices of Shanxi Province, Anhui Province, Hunan Province and Guangdong Province exchanged views. And the participants also discussed Interim Provisions on Enhancing the Combination of Administrative Law Enforcement and Criminal Justice in Combating IPR Violation and the Manufacture and Distribution of Shoddy Commodities (Draft) and Programme on Building Central Information Platform on the Combination between Administrative Law Enforcement and Criminal Justice When Combating IPR Violation and Counterfeits.

Over 100 people attended the conference including directors and liaison persons of the member units of the National Leading Group for Combating IPR Violation and Counterfeits.
