Professor Schwabach of Thomas Jefferson Law School, San Diego said in a recent report that China is not the country where piracy is most rampant. Judging from the per capita number, the piracy problem of the United States and some western countries is more serious than China.

In the 24-page report, Schwabach said that the American media and politicians tend to condemn China for the piracy problem. But with the international film piracy data provided by the Motion Picture Association of America and considering the populations of these countries, he concluded that the United States, France, Spain, the United Kingdom and many other countries have more serious piracy problems than China.

The report showed that, among the losses caused by piracy in various countries, the amount in United States reaches 1.311 billion US dollars, with $4.47 per capita; 483 million US dollars in Mexico with $4.6 per capita; 406 million US dollars in Britain with $6.77 per capita; 322 million US dollars in France with $5.37 per capita; 266 million US dollars in Russia with $1.85 per capita; 253 million US dollars in Spain with $6.33 per capita, while losses in China amounts to 244 million US dollars, with $0.19 per capita. The report pointed out that, the total losses caused by piracy in China ranked No. 6, and for the per capita ranking, China's piracy can even be "neglected".

Schwabach believed, piracy in some western countries is the most serious in fact, but it doesn't draw much attention of the media, "probably because everything is going online and people don't even notice." [Chinese version is available on SIPO.gov.cn]
