In recent years, China's patent application amount has increased by double digit and kept ahead among all the countries; therefore, the status of big patent country has been definite.
However, in fact, there is still a long way for China to go before becoming a powerful patent country, since China's valid patent amount is not large, patent application rate of enterprises is low and the rate of actual profits gained by patent transformation is even lower.
Zhang Ping, Supervisor of Ph.D. candidates of the Law School of the Peking University aired her opinions on this issue.
She said, China has not fully understood the essence of intellectual property system, which resulted in digression in system operation on some levels.
In her opinion, IP system plays a direct role in encouraging technology and market monopolies and an indirect role in promoting innovation. While in reality, various innovation activities apart from market could not give full play to IP system and from the beginning, the state's measure of taking universities and public research institutions as the main body of innovation also leads to the low efficiency of using IP system.
