State-level development zones, service outsourcing bases sign to strengthen IPR protection

On September 9, the State Office of Intellectual Property Protection (SOIPP) and the Ministry of Commerce (MOFCOM) jointly organized 54 state-level economic and technological development zones and 27 service outsourcing bases from 11 cities to sign cooperative agreements with the 50 service centers for IPR protection in Xiamen, Fujian province.

The signing ceremony was part of the 11th China International Fair for Investment and Trade, and aimed to exert the functions of service centers for IPR protection, establish IPR workstations, strengthen IPR protection in development zones and service outsourcing bases and create a favorable environment for trade & investment and independent innovation.

Vice Minister of MOFCOM Jiang Zengwei pointed out that the state-level economic and technological development zones and service outsourcing bases are the IPR-intensive regions as well as the key areas for IPR protection. This year, the SOIPP also listed it in the work priorities to advance IPR protection in economic and technological development zones, high-tech industry parks and service outsourcing bases.

Later, the MOFCOM, Ministry of Science and Technology (MOST), Ministry of Information Industry (MII) and SOIPP will also release documents and make comprehensive arrangements on strengthening IPR protection in these areas.

Jiang Zengwei also pointed out that the cooperative agreement fully demonstrates the Chinese government's resolution in IPR protection: the stand is firm, the goal is clear and the action is strong. The IPR protection work is not only to meet the needs of resolving international frictions, but also to promote S&T innovation, build innovative country and to protect the rights and interests of right holders.

It is learnt that SOIPP will take further measures to strengthen IPR protection in key areas and key sections together with the relevant departments in the future.
