National engineering laboratories stress utility of achievements with independent IPR

In recent days, the National Development and Reform Commission (NDRC) released the Trial Management Measures on National Engineering Laboratories, which prescribe that a mechanism of operation, evaluation and management with the principle of "select the superior and eliminate the inferior & dynamic adjustment" will be adopted on these laboratories.

A major evaluation index is the acquirement of technology achievements with independent IPR and the supporting and driving effects exerted by them on industry development.

The Measures include five chapters and twenty-seven articles, covering organization management, application and approval, supervision administration, etc..

Article 20 prescribes the evaluation in detail, i.e. accomplishment of national major strategic tasks and R&D of important projects; acquirement of technology achievements with independent IPR and the supporting and driving effects exerted by them on industry development; construction and utility of R&D and experimental equipments; partnership of university, industry and research and talents cultivation; guarantee provided by the contracted units for the laboratories, etc..
